I need some clarification from the .

2.0 Summary of How this Proposal Addresses the Problem

In order to ensure efficient and appropriate use of resources, AFRINIC
shall conduct regular reviews of resource utilization held by its members.
This would allow recovery of any type of resource, where usage is not in
compliance with the RSA. Those resources can be reallocated for better
usage.

This proposal is saying that "Afrinic shall conduct regular review of
resource utilization held by members"

Correct me if i am wrong. my understanding from this is that Afrinic staff
will be responsible for this. If this is correct, my question will be;

What method are they going to use in selecting members that will be review
at any review period. Is it going to be a random selection or by listing
all customers and splitting them in batches so that the entire population
unit of members using any resource will be reviewed at a particular time or
are they going to be reviewing base on Complain from any source.
