No need, I was curious myself and looked it up. The PDP [1] is very clear on this:
> 6) Policy Development Process
> Anyone can submit a proposal. Policy proposals are submitted to the Resource Policy Discussion mailing list by the author. [...]
Nothing to see here, all is perfectly in line with the documented process.
