There was a reply from the Head of External Relations of Afrinic Ltd 
which mentioned letting the Chair of Afrinic Ltd respond to the 
question.  I asked the initial question as one of the co-Chairs of 
the Policy Development Working Group stated during the last meeting 
that there was a code of conduct which has been discussed on the mailing list.

I would like to propose that the co-Chairs of the Policy Development 
Working Group take the responsibility to decide about conduct on the 
Resource Policy Discussion mailing list.
