I wouldn't elude to saying that this seeming lack of participation is due
to lack of interest. Most francophones are already participating in English
since they can speak the language.
I have listened with keen interest to the conversation thus far. I think a
policy to this regard may solve the problem. There can be no policy
development process without language and communication. It is a vital part
of the entire RPD process. We could look in the direction of a policy to
protect both francophones and anglophones. Not sure if such policy already
exists.
