[rpd] New Proposal - "Number Resources Transfer Policy (AFPUB-2015-GEN-001-DRAFT-01)"

Hi

Consider the current development stage, I am not quite sure if Africa will
ever need an IPv4 transfer policy.lack of small to mid size commercial
ISPs, a transfer policy might only create concerns for centralize IP
address to very few huge national telecoms.

My suggestions are wait few years and see more development in the continent
before we start discussion on this policy.

So at this state, I oppose this policy.
