[rpd] LACNIC reaches final /10 of IPv4 space

Do we really want to incentivize the institutions that should be at the forefront of teaching IPv6 to future generations to remain on IPv4 instead?

I agree that the other aspects of this policy idea sound potentially good on the surface, but one must also consider the unintended consequences.
