in the quest to support your policy you seem prepared to throw out all approved methods of resource justification.  You will soon be asking why is AfriNIC even bothering to administer the resources.

Every RIR that i know exists today has to request the network plan as part of the allocation process.  I think we are clear why this is needed not only to confirm that you have applied for the right resource but also to understand your anticipated growth.

So suddenly you are seeing this as a hindrance ????????
