I think  you are being biased here. The policy is for all HEI across Africa
and am sure you have notices the second author is from a different regions
which is western Africa. Am not sure we should focus our energies on folks
who drafted the policy but rather looks at the policy itself and see its
merits and demerits rather than authors and the regions where they come
from.!!!!

+++1 on that but then again, folks get the v6 allocations but then seat on
them without actually announcing them. Have you checked the current status
of IPv6 deployment across the continent...its disappointing yet Afrinic
allocates the space for free as far as i remember.
