I would seriously suggest that we allow that 36K (which is more than 32K) to be rounded up to the next bit (64K) so that they would receive an additional /16 instead of a /17 + a /20. I realize this is 28K extra addresses, but I think that is a reasonable tradeoff vs. a global routing table slot.

(Imagine the far more pathological case where someone qualifies for an additional 63K addresses. In such a case, they would receive an additional /17+ /18 + /19 + /20 + /21 + /22. In this case, you would be saving only 1024 addresses and you would be consuming 5 extra routing table slots.)
