I suspect AfriNIC will remain lenient on this issue for now. As others
have pointed out - it can take over a year to deploy IPv6.

Yes, it can be done far quicker - especially if:
a - Its a small network
b - There are IPv6 experienced people with appropriate authority
c - Most of the kit is IPv6 capable already

...but that is not always the case.
