With regards to the clause you refer to, it seems to be specific to LIR
assignments.  Since HEIs are deemed to be end users under the proposed
policy, 5.1.1 d of  AFPUB-2004-v6-001 is not applicable.  (The entire policy
deals with LIR allocations actually, if you wish to look at the v6
assignment stuff in relation to end user sites, you need instead to refer to
AFPUB-2007-v6-001 which deals with end sites)
