Dear Colleagues,

For those following discussions/process regarding introduction of new 
generic top level domains, please see below what the Governmental 
Advisory Committee of ICANN's process for early warning and objections.

This may be a good time to have more African governments joining the 
GAC. The GAC is open to all governments.

Dear GAC,

Please find below and attached information about the GAC early warning 
and advice processes, and the online portal that was developed to assist 
the GAC with these processes. While most of this information has been 
circulated previously, this broad overview may assist members at the 
current time.

Attached you may find the timeline for GAC Early Warning and advice as 
well as GAC Early Warning Process information.

The portal has translated training materials, as well as a screencast 
video training located here:

Any GAC member may initiate a discussion, or file an Early Warning. You 
will need to be logged into the GAC website in order to access the Early 
Warning Portal. Once you have logged in please click on the "Members 
Only" tab and click on "Early Warning Portal" to access the system.

As was discussed in Costa Rica, the Early Warning process is a three 
step process involving application review, discussion (if necessary), 
and the filing of the Early Warning(s). Discussions regarding Early 
Warnings should take place on the Portal, and the template for filing an 
Early Warning can be downloaded from the Early Warning page.

Discussion forums can be created by using the process outlined in the 
instructions, or by contacting gacsec at gac.icann.org 
<mailto:gacsec at gac.icann.org>.  Completed Early Warnings once received 
at gacearlywarning at gac.icann.org 
<mailto:gacearlywarning at gac.icann.org> will be registered and posted on 
the portal. All Early Warnings will be sent to applicants at the same 
time after the Toronto GAC meeting. Applicants will then have 21 days to 
respond to the Early Warnings, take remediation steps (if applicable), 
  withdraw their applications for a refund of the portion of their 
application fee. Applicants do have the choice to take no action on the 
Early Warning they have received.

In order to facilitate possible discussions and Early Warnings all 
correspondence from members, observers, and non-GAC (including 
applicants) has been posted on the internal GAC website here (this list 
is updated as new requests come in):

If GAC members would like to request further information or a 
briefing from an applicant (please see that information here: 
https://gacweb.icann.org/display/gacweb/GAC+New+gTLD+Processes), that 
would be of broader interest to the GAC as a whole, please contact 
gacsec at gac.icann.org <mailto:gacsec at gac.icann.org> in order to 
facilitate this. Requests for briefings from applicants, or others who 
may have sent information to the GAC, should be requested by 20 
September in order to ensure ample planning time for these briefings in 
advance of the Toronto GAC meeting.
