Hi Andrew,

I'll ignore some PDP details as this is a quick comment.

What's the definition for "universities"?

This is the current definition for End user:

   "An End User is an organization that receives assignments of IP addresses
    exclusively for use in its operational networks."

How is that different from the above?

Policies in this region do not discuss about "membership".

The above proposes an alternative without considering how the system 
can be gamed.  If your proposal is loosely worded it can be 
interpreted in ways contrary to the intent.
