Hi James,
If an LIR applied for the space and onward assigned it, the space would be
granted, the space justification is there. However, if another LIR applies
for it, they pay LIR fees for it and have to cost recover, and as a result,
the university ends up paying LIR fees when they shouldn't have to, they
are an end user.
The argument here is that a university has faculties and departments and
also provides services to students, and apparently that makes them an LIR.
I argue that faculties and departments that are managed by central IT are
exactly like any organization that has business units within itself, and
qualifies as an end user.
IF the faculties and department were autonomous and had their own IT
departments, I would understand the LIR case, but this is not the case, and
hence, I don't get it, but thats the way its being said at the moment.
This policy will prevent this from happening again and will fix this
situation, as I said, the policy is a measure of last resort, we already
agree to become an LIR because we have no option, we just want the
situation fixed going forward.
