Where does the current policy say it has to be an LIR? If it is giving
address space to itself then its an End User (or have I misread the
requirement for the classification of an LIR being an organization
that provides space to end users). Would the space still have been
given to the University if an LIR has made the request on their
behalf? Maybe TENET should have acted as the LIR (in the same way
JANET does in the UK)
