I think you'll find that each region believes that it's own resources are for its own use, but is willing to concede that other regions' resources might be transferred inwards.  

I think you'll be relatively hard-pressed to find a region that believes that the best use of its resources is to give them up to speculators, rather than people who need them.

In so far as I can tell, the only people who believe that are the speculators and their pseudo-academic hired guns.
