[AfriNIC-rpd] Rewrite of AFPUB-2011-v4-003-draft-02

Hi,

New to the list, and here I go;

I think Andrew is trying to get ideas/suggestions on what to
include/add/remove in the new draft. In other words, he needs community
proposals for the new draft so he can put them in before submitting it for
discussions.
And since it's a rewrite then we should probably base our ideas/proposals in
the previous one.
Do I make sense?
