[AfriNIC-rpd] Proposal: Out of region sales of IPv4 space

I oppose this proposal.

The external appetite for IPv4 resources is so voracious that this policy would not even significantly reduce it.

This would not reduce unauthorized pillaging outside of policy, it would merely sanction a certain amount of
additional pillaging.
