AFPUB-2008-GEN-001 mentions that "The policy should be ratified by 
the BoT at the subsequent Board Meeting".  The  "BoT" has ratified 
the policy as Resolution [201010.103].

The ASO MoU also says that:

   "The proposer has the duty to assist relevant communities within each
    regional policy forum to make them aware of the deliberations of their
    peers in the other regional policy forums."
