I think both and something else would make sense to establish. A non
restricted or really high threshold restricted way to query specific
information in the whois, which is part of my proposal.

A set of split files available on the ftp server of AfriNIC, such as
RIPE is offering those information on their ftp server.

And a full set of information for bulk whois, which can be contractually
controlled by AfriNIC.
