We only seek  consensus at face_to_face, and it seems useless to assess the 
consensus  without considering the outcome of the 30 days discussions on the 
mailing list.

The PDP says "30 days before face to face and back for 30 days if no 
consensus."

The PDP is designed to allow large participation in policy development as it 
is known that few of us can travel to face_to_face.
