Hello,

I would like to introduce my proposal.

Proposal for Member Oversight and IP Number Portability

1- IP  Address Portability:

- Problem: Inter-RIR transfers are inconsistent; IPv6 portability is not
supported.

- Solution: Use number portability, similar to telephony, where IPs travel
with businesses between providers and geographical areas.

- Key points: transparent, equitable, and efficient; only responsible
management is constrained; transfers are free from disputes.

2- Accountability of Members:

- Issue: There isn't a clear member-driven governance review.

- Solution: Members can start a compliance review if they make up at least
5% or 100.

- Mechanism: The NRO Executive Council will conduct the review, and the RIR
must help.

- Outcome: There will be a public report, remedial recommendations, and
 censure or removal of governing body members.

This guarantees enforced responsibility, worldwide IP management integrity,
and operational continuity.
