Hello,
Every DFZ table is global. But the transfer rules aren’t. AFRINIC has no
inter-RIR IPv4 transfer policy. No one supports inter-RIR v6. You can
literally “lose” perfectly valid space by moving continents or changing
upstream.
It’s the same reason telephone number portability mattered — it removes
captive switching cost. RIRs should not be allowed to rely on geography as
a lock-in vector.
So Article 4.1 needs language requiring each RIR to allow IPv4 + IPv6
portability, across providers and across RIRs. Only genuine stewardship
limits should apply. And if an RIR adds new clauses to its RSA, and a
Member rejects them, the Member should still be allowed to move out with
their resources.
- Governance needs a mid-range brake
25% or 2,000 members for an ICANN audit is not usable in smaller but
important governance dysfunction.
We need a community trigger below catastrophe.
If 5% or 100 Members call for it, the NRO EC should run a compliance review
and publish the result, with the ability to recommend censure or recommend
that the community consider removal of Board members using the RIR’s own
constitutional process.
