[Icp2-review] Governance and Operational Changes for IPv4/IPv6 Portability

Hi colleagues,

The current methods for managing inter-RIR addresses lead to
discrepancies in the global IP address space.

The absence of IPv6 portability worldwide and inter-RIR transfer
protocols in AFRINIC provide operational challenges. One suggested
remedy is number portability, which is comparable to the telephone model
and states that businesses should keep their intellectual property when
switching between service providers or geographical areas.

Article 4.1 Addendum:

(s) Portability of Internet Number Resources

IPv4 and IPv6 allocations must be portable across all RIR service
regions and network providers.

Resource Holders retain ownership of allocated IP space when operational
control changes.

Only justified constraints necessary for responsible address management
are permissible.

Inter-RIR cooperation is critical:

Transfers must be processed efficiently.

The requirements for documentation must be clear.

Nondiscriminatory procedures are required.

Resource Holders must have the ability to quickly shift resources in the
event of disagreements over contractual provisions or policy changes.
This provision protects the integrity of registration as well as
operational continuity.

Member-Initiated Governance Review

Current Governance Documents enable ad-hoc ICANN audits, but formal
member-driven oversight is missing. A proposed mechanism:

(t) Member-Initiated Compliance Review

Initiated with endorsement by 5% of members or 100 Members, whichever is
smaller.

RIR fully cooperates with the review conducted by the NRO Executive
Council.

Serious failures may lead to corrective actions, like censure or
suggesting the removal of a board member, according to a public report.
This approach promotes accountability, operational continuity, and legal
protections.
