<div class="pre" style="margin: 0; padding: 0; font-family: monospace">Hi colleagues,<br /><br />The current methods for managing inter-RIR addresses lead to<br />discrepancies in the global IP address space.<br /><br />The absence of IPv6 portability worldwide and inter-RIR transfer<br />protocols in AFRINIC provide operational challenges. One suggested<br />remedy is number portability, which is comparable to the telephone model<br />and states that businesses should keep their intellectual property when<br />switching between service providers or geographical areas.<br /><br />Article 4.1 Addendum:<br /><br />(s) Portability of Internet Number Resources<br /><br />IPv4 and IPv6 allocations must be portable across all RIR service<br />regions and network providers.<br /><br />Resource Holders retain ownership of allocated IP space when operational<br />control changes.<br /><br />Only justified constraints necessary for responsible address management<br />are permissible.<br /><br />Inter-RIR cooperation is critical:<br /><br />Transfers must be processed efficiently.<br /><br />The requirements for documentation must be clear.<br /><br />Nondiscriminatory procedures are required.<br /><br />Resource Holders must have the ability to quickly shift resources in the<br />event of disagreements over contractual provisions or policy changes.<br />This provision protects the integrity of registration as well as<br />operational continuity.<br /><br />Member-Initiated Governance Review<br /><br />Current Governance Documents enable ad-hoc ICANN audits, but formal<br />member-driven oversight is missing. A proposed mechanism:<br /><br />(t) Member-Initiated Compliance Review<br /><br />Initiated with endorsement by 5% of members or 100 Members, whichever is<br />smaller.<br /><br />RIR fully cooperates with the review conducted by the NRO Executive<br />Council.<br /><br />Serious failures may lead to corrective actions, like censure or<br />suggesting the removal of a board member, according to a public report.<br />This approach promotes accountability, operational continuity, and legal<br />protections.<br /><br />Regards<br /><br />Ruan de Villiers<br /><br /><br />
