While RIRs are meant to manage the resources in a specific region, we must
remember that the internet is a universal resource. The community must not
hold any “ownership” to them. The community must see to it that number
resources are properly allocated and must be shared in case of shortages be
it in Africa or outside the region because of the benefits it may bring.
