<div dir="auto">While RIRs are meant to manage the resources in a specific region, we must remember that the internet is a universal resource. The community must not hold any “ownership” to them. This is a serious historical misunderstanding.<br>

You should familiarize yoursef with the full history of the RIRs, and<br>
