You literally asked for the board to create special rules just so they could be specifically broken by one person broken and then close a membership of a specific LIR by direct action of the board.

Although such rules could only be applied to the closed mailing-list for members, the public mailing list can be accessed by anyone without any membership or resources affiliation.

Do you mean the part asking him to move to another RIR?
I guess the board would need to pass a special resolution allowing liquid telecom and why not any other AFRINIC resource member to be freed from having to use AFRINIC and allowed moved to another RIR with their current  resources.

It would indeed probably be a good solution and avoid closing the memberships of unhappy members, just pass on those members to some other RIR outside Africa.
