Though my point was that quite significant number of people is following
happenings so any possible actions or racketing that could stall process
would have received significant information to educate any congressman not
aware of possible implications of what they are about to do.

Overall a decision to stall the transition would indeed be intentional as
every effort would have been made to educate the "possibly" ignorant
congressmen. The hearing referred to by Mike was one of those avenues that
I think served as a good educating platform to them.
