That’s the whole point of riders… They are amendments often rushed in at the last second in an attempt to drive a micro-agenda with limited support through despite opposition by depending on the momentum of the larger bill to which they get attached.

I’m hoping there is enough scrutiny to prevent it, but my faith in the ability of our legislators to do the wrong thing in most cases is nearly boundless.

Absolutely, but that’s not what we’re talking about here with riders. Riders are tiny amendments that get tacked onto bills at the last minute. Often, it seems, most of the members voting on it are only looking at the larger bill and many riders go through without really being noticed, even when there is strong opposition to the actual content of the rider.
