Aint we placing the Cart before the horse?.

Why dont we let the list evolve into having a life of its own. Member
discussions will drive the direction in this case. A simple guideline to
discuss Spam in general and a moderator would do for a start. Its too
early to refine before the discussions take any particular form or shape.
