The BoF minutes said:" we agreed on a SIG and elected a chair". The follow-up 
discussions seems to disagree and is in  the favor on using the mailing list 
for sharing experience on fighting spams.

A simple mailing list needs a guidelines for the discussion and may be a 
moderator
A SIG needs a charter.

We have to decide where we are and agree on the guidelines or the charter.
