Noah, while the issue about whether ISP's should charge 
their customers for IP addresses that are assigned to them 
is one that constantly comes up, this is not so much about 
charging for IPv6 addresses as it is charging for IPv6 
connectivity differently from IPv4.

Example - customer is paying ISP US$100 for a 100Mbps 
service today. Tomorrow, customer wants to turn-up IPv6 on 
the same interface and ISP says, "Well, if you want IPv6, 
I'll charge you 50% extra of what you're paying now, on 
top".

It is such ISP's who practice this that will not get very 
far. 

Now, if a customer is asking for a pure IPv6 circuit on 
another port to the same ISP, that's another matter. But if 
the customer is asking for a dual-stack service, then there 
is absolutely no reason to add a surcharge to run IPv6 
across it.
