I meant to say, "they do not like Regulations" because they are potential "abusers" therefore they dont Trust anyone to be a Straightforward Regulator...thats where the problem of corrupt tendencies dominate. Hence...people form Groups instead of Teams to address issues. Why should we be weak like that?
