Definitely, but as you may understand the resolve will be addressed to
the sponsoring TLD organization to seek sponsoring such applications at
the ccTLD level. Hence it will be left for the ccTLD's to approve of the
 sponsoring organization interests or not (assuming that the sponsoring
organization will be a part of the ccTLD Local internet community).
