[rpd] Definition of Utilisation

*Dear AFRINIC Community and Resource Members,*

During the discussion of the policy proposals titled  ‘Soft Landing, 
Recovered Space and Priority’ and ‘Amendment of Utilisation in Soft 
Landing ‘ at the AFRINIC-37 Public Policy Meeting, the PDWG requested 
that AFRINIC Publish a definition of "utilisation" ahead of the Last Call.


On behalf of the AFRINIC Secretariat, we are pleased to share the 
definition of Utilisation(in attachment) that is used by AFRINIC when 
assessing Resource Members compliance with the applicable policies 
documented in the Consolidated Policy Manual -
