Dear Co-chairs,

As the Last Call period draws to a close, I would like to express my
support for the concerns raised by Alain.

Several contributors have identified issues relating to ambiguity,
implementation, and the potential for unintended consequences. These are
not minor editorial observations, but substantive policy concerns that go
to the heart of fairness, predictability, and responsible resource
management.

In particular, the concerns regarding broad discretionary waivers,
undefined terminology such as "key technical purposes," the absence of
objective evidentiary requirements, and the treatment of certain requests
as "first allocations" deserve careful consideration. Where policy relies
heavily on subjective interpretation, there is an increased risk of
inconsistent implementation and avoidable disputes.

I also believe Alain raises an important procedural point. During the PDP
discussions, concerns were acknowledged regarding the breadth of the
language and the definition of utilisation. If questions raised by the
community remain unresolved as Last Call concludes, it would be prudent for
the Co-chairs to consider whether sufficient consensus has been achieved on
the current text.

The purpose of Last Call is not simply to complete the process, but to
ensure that significant technical and policy concerns have been adequately
addressed before a proposal advances. Where credible alternatives and
constructive recommendations have been presented, they should be weighed
carefully in determining whether the proposal is mature enough in its
current form.

I therefore respectfully encourage the Co-chairs to give due consideration
to the issues Alain has outlined before reaching a decision. Taking the
time to resolve material ambiguities now will better serve both the
community and the long-term stability of AFRINIC's policies.
