I think we need to see a written description of the current staff procedure before further decisions.

I don’t fully agree with the last input from Andrew. Somehow, staff procedures if they are well described, don’t need to become policies, otherwise, we move into an extreme-micro-management. I only see the need for that when the procedure is failing or the community don’t agree. Of course, it means the procedures should be clearly described somewhere.

Now, regarding your proposed changes, I think the “finally” seems ok to me. What I’m not sure if is this can be incorporated as part of editorial last call changes. To me yes, as it only provides clarity, not changes the intent.

However, don’t agree in the need of the other change, because in the end, all the CPM is “in accordance to adopted community policy”, not need to state that in every possible place of the manual.
