[rpd] Staff impact analysis

I think this can be a valid argument for some proposals. But not 
necessarily for all.

When for instance looking at the proposal for hierarchical AS-SETs, I 
see no reason to delay the impact analysis.

There might of course be internal reasons with AfriNIC (staff), but from 
outside AfriNIC staff we don't need (and shouldn't) impose delays.

My opinion.
