[rpd] Questions about IP Allocation rate

Could we, perhaps, separate the statistics accordingly and call them:
a) Reserved
b) Reclaimed->Quarantine
c) Returned->Quarantine
d) I view this as  a pathological case of b.

Frankly, I wouldn’t mind seeing b,c,d combined even, but presumably there is a lifespan to the quarantines in question whereas the ones in category a (truly Reserved) are reserved until consumed by their reserved purpose or policy changes, so conflating them all as Reserved seems misleading.
