[rpd] AFRINIC PDWG Co-Chair Selection Candidates Matrix

I agree with you. I only see Darwin as the possible winner. I've had a 
few years experience on NomCom and as other nominees have not followed 
the required criteria - well anyway, enough said.

Darwin is one of the current co-chairs - I believe he has done a pretty 
good job to date. Let's keep him.
