From the 3 other RIRs which select cochairs for PDP, 2 choose cochairs from a « selection » process which includes consensus. 
One forms its AC through an electoral process with « resources members » as voters and not PDP participants.

section 3.3 says « The PDWG Chairs are chosen by the AFRINIC community during the Public Policy Meeting and serve staggered two-year terms. »  it does not prescribe any election process. 
Knowing that the WG only make decision by Consensus, selection by consensus is a natural solution.
