[rpd] Appeal Committee reports

Dear all, please see my comments below:

REPORT on Last Call - RPKI ROAs for Unallocated and Unassigned AFRINIC
Address Space AFPUB-2019-GEN-006-DRAFT03.

The appeal was filed on July 22nd on the co-chairs declaration of consensus
on the policy whose last call ended on July 21st:

Therefore, the max two weeks period of filing the appeal after the
co-chairs final public announcement was more than fulfilled. The AC’s
consideration of June 3rd as the co-chairs final consensus on the policy
makes no sense since the last call did not start until June 4th and ended
on July 21st : https://lists.afrinic.net/pipermail/rpd/2021/013214.html

The CPM does not specify whether the Co-chairs decision to be appealed
starts right after the PPM or after the last call. Based on the fact that
the community discusses the policy in the last call and gives the chance to
those that have missed the PPM or still have unresolved concerns to discuss
them , it is only reasonable to start the two weeks period of filing an
appeal after the co-chairs FINAL declaration of consensus or no-consensus,
which is after the last call.

So why did the AC invalidate two appeals on an argument that is clearly not
specified in the CPM and based on very vague terms that are up to
interpretation?

The AC’s report is supposed to be detailed and not extremely short with
very vague arguments. It is said that all the objections are considered to
be solved and addressed by the author. Could the AC complete the report or
perhaps enlighten us on which base they have considered each objection to
be indeed previously addressed in the mailing list?
