Actually, ARIN abandoned rough consensus in favor of “supported by the community” several years ago, so you only need to change 80% of the RIR system at most.

Policy cannot fix all that is wrong with AFRINIC. It will require a significant overhaul of the entire governance structure starting with the bylaws, and including bylaws, RSA, and very likely will require other changes that would probably prevent this message from getting through because elucidating them would gore someone’s sacred ox.
