[rpd] Terms of reference Appeal Committee - version 4

Item (A) 3 still allows the board to tamper with the process too much.

	The board should not be allowed to tamper with the makeup of the committee while an appeal is in process.

Item (A) 4 is unclear.
	Majority rule is defined as which of the following:
		Majority of those present?
		Majority of those present and voting (i.e. majority of those present and not abstaining from the vote)?
		Majority of the full body, thus with a quorum of 3, all 3 would need to vote in favor for the motion to pass?

(B) does not take proper account of (A) 3.
	Suggest replacing (B) 1 and 2 with:

		1. Members of the appeal committee, if appointed prior to December 31 for a term beginning on the subsequent January 1 shall serve from
			that January 1 through the following December 31.
		2. Members of the appeal committee appointed after January 1 to begin their service immediately shall serve through December 31 of that
			same year.

(C) 2 b should be “and/or” rather than and as either act alone should be sufficient to constitute reversible error, both should not be required.

Otherwise, this represents a significant improvement over the prior version proposed.
