[rpd] PDWG Co-Chairs Selection pursuant to Section 3.3 of CPM - Status @ 9 April 2021

Dear all,
I agree with Owen. I believe we need to stick to the rules. Selecting
Co-chairs based on rules that did not reach consensus is not acceptable.
I also did not see an consensus in the selection process.
