[rpd] Call for interest for PDWG chairs closed & Way forward

Hi

Going to be rather brief:



a) This is passed the closing date

b) There is still no seconder

c) Candidate is resident in Canada… where is the African interest?

d) The proposer has no vested interest or faith in the candidate as he
doesn’t seem to have prior knowledge of the candidate and is hedging his
bets on two candidate (also not sure of his interest as has never posted on
this group prior to this co-chair topic in Feb…

e) AND MOST NB: where are the ethics?

(from both the nominee and nominator) that its ok to go to the trouble to
look up unsuspecting people and use their details to nominate oneself and
then still try go for the co-chair position is not OK

Hello,

I am baffled by this situation that I have woken up to. However, I believe
this might be an honest mistake, and hold no grudge about it. I was as
appalled and confused as the community might be about the misinterpretation
of my nominations. Nonetheless, I am glad Paul stepped up to clear out the
muddle.
Now that he has agreed to amend the situation by becoming my new nominator,
I am following through. Thanks Paul.

Due to the recent issue raised on the nomination of Wijdane Goubi and
Anthony Ubah and the slight confusion regarding their nominators, I would
like to clarify the whole situation to enlighten the community of the
circumstances that have led to it and to avoid any misjudgments and further
untrue accusations. I have been approached by these two young fellow
Africans. I feel that they are passionate and energetic and I have
personally reached out to potential nominators to get their consent on
nominating Wijdane Goubi and Anthony Ubah, since these two young individuals

willing to take care of the nomination part.





I misunderstood their willingness. I owe to all the individuals implicated
in this huge misunderstanding, along with the community, an apology for this
unintentional confusion.





Therefore, I will now be nominating Wijdane and Anthony myself so as to
exclude the previous nominators from this scenario and not ruin both of the
nominees opportunity and experience to participate in a fair and inclusive
elections process.

Firstly none of those nominations have seconders… that section was blank for
2 out of the 5.

AFRINIC haven’t confirmed that the nominators are valid, in my view that
should have been done before the email below should have been sent.



It has been confirmed below that there was one fraudulent entry. I have now
confirmed a second one and I suspect a third.



Please can these verifications be done and the community updated.



If the nominees have indeed wanted to run with fake nominators, I’d suggest
that they banned from participation as clearly the interests of the
community are not the driving force.



And we wonder why we can’t get anywhere when people putting up their hand to
lead are doing so unjustly.



Volunteering is about putting the needs to others in front of your own
agenda.

The Call of Interest for the PDWG Co-Chairs Selection pursuant to Section
3.3 of CPM is now closed.

1. List of nominees

AFRINIC is in receipt of six (6) nominations which are as follows :-

2. Anthony Ikechukwu Ubah from Nigeria, Country of Residence: Canada

3. Vincent Ngundi from Kenya, Country of Residence: Kenya

4. Abdulkarim Oloyede from Nigeria, Country of Residence: Nigeria

5. Darwin Da Costa from Angola, Country of Residence: Angola

6. Ibeanusi Elvis from Nigeria, Country of Residence: Japan



2. Additional elements

a. Nominee - Ibeanusi Elvis

This nomination which was received as a self-nomination appeared to have
been made later than the deadline. This was due to a back-end issue on
self-nomination forms that was addressed during the day today. We confirm
that the nomination has been posted on the system within the deadline.

b. Nominee - Widjane Goubi

In regard to the nominee, Wijdane Goubi, kindly note that on the 5th of
April 2021, AFRINIC has been informed by an email sent from the designated
nominator on the nomination paper that the latter never provided its support
to the said nomination. He has therefore requested AFRINIC to delete all
its associated personal data in connection thereof. In this respect, and to
comply with the Mauritian Data Protection Act 2017, AFRINIC has a duty to
cause such deletion forthwith and you are accordingly informed of the same.




3. Tenure of Office

We would like to remind the Working Group that as stated in Section 3.3 of
the Consolidated Policy Manual, one Co-Chair will serve a term ending by
the PPM to be held in June 2021 only whereas the other will serve a term
ending in June 2022.

4. Next Steps

Now that the Call for Interests is closed, the next step is for the Working
Group to find consensus on the most suitable persons to replace the recalled
PDWG Co-Chairs.

This exercise, including the carrying out of such due diligence and
shortlisting of candidates/nominees, would under normal circumstances be
carried out by the Nomination Committee (NomCom).

For your information, the present NomCom has indicated that they would be
available to conduct such exercise only from April 8th 2021. With only 6
candidates, we will leave the decision on the best way of carrying out the
due diligence and shortlisting process to the PDWG participants.

We therefore request you to agree on how the Working Group would like to
proceed with the selection of the 2 replacing PDWG’s Co-Chairs.

Cette nomination, qui a été reçue en tant qu'auto-nomination, semblait avoir
été faite au-delà de la date limite. Cela était dû à un problème de back-end
sur les formulaires d'auto-nomination qui a été résolu aujourd'hui dans la
journée. Nous confirmons que la nomination a été postée dans le système dans
les délais impartis.

b. Candidat - Widjane Goubi

En ce qui concerne la candidate, Wijdane Goubi, veuillez noter que le 5
avril 2021, l'AFRINIC a été informée par un courriel envoyé par son prétendu
nominateur que ce dernier n'a jamais apporté son soutien à ladite
candidature. Il a donc demandé à l'AFRINIC de supprimer toutes les données
personnelles associées à cette candidature. À cet égard, et pour se
conformer à la loi mauricienne sur la protection des données de 2017,
AFRINIC a le devoir de procéder à ladite suppression sans délai et vous en
êtes par conséquent informé.





3. Durée du mandat

Nous souhaitons rappeler au groupe de travail que, comme indiqué à la
section 3.3 du CPM, l'un des co-présidents exercera son mandat jusqu'à la
PPM qui se tiendra en juin 2021 seulement, tandis que l'autre exercera son
mandat jusqu'en juin 2022.

4. Prochaines étapes

Maintenant que l'appel à manifestation d'intérêt est terminé, la prochaine
étape consiste pour le groupe de travail à trouver un consensus sur les
personnes les plus aptes à remplacer les coprésidents du PDWG destitués.

Cet exercice, qui comprend la réalisation d'une évaluation diligente et la
sélection des candidats nominés, sera normalement effectué par le comité de
nomination (NomCom).

Pour votre information, le NomCom actuel a indiqué qu'il ne serait
disponible pour mener cet exercice qu'à partir du 8 avril 2021. Avec
seulement 6 candidats, nous laisserons aux participants du PDWG le soin de
décider de la meilleure façon de mener à bien le processus de sélection en
faisant preuve de diligence raisonnable.

Nous vous demandons donc de vous accorder sur la manière dont le groupe de
travail pourrait procéder à la sélection des deux coprésidents remplaçants
du PDWG.
