Hi Jordi
I don't agree previous co-chairs may submit such document in any
circumstances since they are not co-chairs anymore. Whatever they do at
the present is invalid in that sense.
If, and only if they may be able to clarify they have submitted the
document in the past by sharing the email messages and Board confirms
its recipient fine. That was an action make in the past which is already
finished and just being clarified now.
In the case it is not possible to confirm that than I agree with John's
message that the new co-chairs can continue on that matter and also
agree with you that it may not be necessary to achieve the consensus
again, but the submit of any documents must be done only by a co-chair
in the role, not backwards.
