[rpd] Eligibility Criteria for PDWG chairs

Dear all,

I oppose the following criteria: G and J.
G, because it is too ambiguous and can easily be manipulated as suggested
by Seun and others and J, because PDWG is open to all and should not be
subjected to (only) members moderation.  I fully agree with Sylvan Baya and
others who have objected to this. As suggested in Madhvi's email on April
2, these  criteria should now be removed.
My humble suggestion is:
*we have the* *RPM* and to keep things very simple and straight forward
with no controversies, *let us follow it*.  I do not see how things would
be done outside of the RPM without controversies.
We seam just to be adding criteria once it is suggest by Noah and remove
criteria at the discretion of some people.
Let us read in-between the lines.
