[rpd] Eligibility Criteria for PDWG chairs

I keep my view that criteria D may not be a must.
If a person is well conversant, well knowledgeable, has enough
experience in the PDWG it is not very necessary that he/she have
participated in a event. I think is something very desirable, but not a
hard must, at least not at this point.
Eventually an previous Co-Chair that is in shape to serve again may not
have participated in 2 events in the last 3 years and he/she would not
be able to run which would not be something good given his/her experience.
